Cross-border ID matching for the Nordic-Baltic Region

This gives users safe and effective access to digital services abroad, as well as helping service providers recognise returning users. ID matching is essential for the secure and efficient use of digital identity across borders.

Imagine using your national eID across all of Europe

The Nordic and Baltic countries are among the most digitalised regions in the world and have well-established national eID solutions. The region has freedom of movement and high cross-border mobility, where a large number of citizens are working and/or living in another country than their home country.

When moving to a new country, registering in the population register and acquiring an eID is fundamental for access to taxation, pension, health, and other public services. But as the eID solutions remain national, they have few applications outside the country’s borders.

What happens when a citizen needs to access services in countries in which they are registered, but don’t have an eID?

With NOBID ID matching, a citizen from anywhere in the Nordic and Baltic can present their home country eID and, via matching with the population register, access digital services in another country.

Use case currently in testing

Norwegian pension overview

After working in Norway in the late 80s, Ulla from Sweden wants to know more about her pension rights and withdraw from her Norwegian pension savings. The services providing this information, such as the pension portal Norsk Pensjon, have no straightforward login methods for foreign users without Norwegian eID.

Norsk Pensjon are now collaborating with NOBID ID matching to explore and test solutions for their foreign users.

With the existing eIDAS network and NOBID ID matching, Ulla will be able to access not only her pension, but most Norwegian public services, through the Norwegian public eID portal ID-porten and her Swedish BankID.

Project Organization

The project is carried out by the regular NOBID participants, along with representatives from national population registries and other government agencies. It is coordinated by the NOBID Project Management Office, with Kantega AS engaged to develop the prototype and carry out testing.
