The Nordic and Baltic countries are among the most digitalised regions in the world and have well-established national eID solutions. The region has freedom of movement and high cross-border mobility, where a large number of citizens are working and/or living in another country than their home country.
When moving to a new country, registering in the population register and acquiring an eID is fundamental for access to taxation, pension, health, and other public services. But as the eID solutions remain national, they have few applications outside the country’s borders.
What happens when a citizen needs to access services in countries in which they are registered, but don’t have an eID?
With NOBID ID matching, a citizen from anywhere in the Nordic and Baltic can present their home country eID and, via matching with the population register, access digital services in another country.

The project is carried out by the regular NOBID participants, along with representatives from national population registries and other government agencies. It is coordinated by the NOBID Project Management Office, with Kantega AS engaged to develop the prototype and carry out testing.
